Thesis
Economic mobility runs on capital mobility. The Center measures the friction in between.
The capital mobility gap is the distance between small businesses that are ready for capital and the capital that doesn't reach them. It is a measurable gap, one that varies by place, by sector, and by who owns the firm, and it is a significant and under-measured constraint on inclusive economic growth.
The Cyphr Impact Center is an independent nonprofit research institute organized to measure that gap and publish evidence on how to close it: an annual index, open datasets, and applied practice in the places the Index ranks lowest.

Independence
The Center licenses data from Cyphr but does not answer to it. Methodology is published, governance is separate, findings run whether or not they flatter the platform.
Evidence before advocacy
We report what the measurements show. Interpretation and recommendations follow the evidence, not the other way around.
Nothing about the gap without the people in it
Practitioners, lenders, and business owners are inside the research — not just the case studies.
The firewall
What the Center does, and what it never does.
- Receive aggregate, anonymized data under a published license.
- Publish its full methodology, weights, and replication code.
- Release findings on its own authority, including unflattering ones.
- Disclose the Cyphr relationship plainly on every publication.
- Accesses any customer record or personally identifiable information.
- Accepts payment tied to a geography's Index placement, from anyone.
- Markets or endorses Cyphr products.
- Grants Cyphr review or veto over findings before publication.
A majority of the board is independent of any founder, funder, or commercial affiliate. Members and independence disclosures will be published ahead of the first edition of the Index.
The independent working group's members and affiliations will be posted with the Index's founding methodology paper.
Disclosure
The Cyphr Impact Center is an independent nonprofit research institute founded by Cyphr AI, Inc. The Capital Mobility Index publishes under its own methodology and independent oversight. Material relationships between the Center and any commercial affiliate are disclosed on the record.
